ISLE OF MAN, BELIZE, BVI, CYPRUS & SEYCHELLES entities included in HMRC list of 170+ tax avoidance schemes, promoters, enablers, and suppliers

As of 4 September 2025, HMRC has published details of over 170 tax avoidance schemes and named more than 170 promoters, enablers, and suppliers involved in these schemes.

Key Highlights from the List:

  • The list is alphabetically organised and updated regularly.
  • Some entities are registered offshore (e.g., in Cyprus, Isle of Man, Belize, British Virgin Islands, Seychelles), which is often a red flag in HMRC investigations.
  • It includes entities such as:
    • Payeworx Ltd
    • SmartPay Limited
    • MLG Pay Limited
    • Veqta Ltd
    • Vision HR Solutions Ltd
    • Umbrella Contracts Limited
    • The Umbrella Agency Limited
    • Buckingham Wealth Ltd
    • Minerva Services Ltd
  • HMRC emphasises that inclusion on the list does not mean the scheme works or is approved. In fact, HMRC does not approve any tax avoidance schemes.

What You Can Do:

  • If you recognise any of the names or suspect involvement, HMRC advises contacting them immediately.
