It's out – the JFIU 2025 QTR. 4 report has been published

Attention Jersey MLROs and MLCOs in Jersey. The Financial Intelligence Unit (FIU) Jersey has published its quarterly Suspicious Activity Report (SAR), covering submissions from Jersey's regulated sectors for the last quarter of 2025.

Below are the Top 10 trends within the report:

  1. In total, 641 SARs were submitted to the FIU in the period from 1st October to 31st December 2025.
    • This is a circa 33% increase compared to the same period in 2024.
  2. 110 SARs in Q4 2025 reported suspicion, but stated the business had declined,
    • Which is the most declined business SARs received in any quarter of 2025, both in absolute and relative terms?
  3. Banking continued to be the largest reporting sector,
    • Accounting for 44.9% of all SARs submitted in the quarter.
  4. The TCSP sector was the second largest
    • Submitted (29.2% of SARs).
    • Q4 also saw a jump in SARs submitted by the TCSP sector, almost double that of Q3 and more than double that of Q2 and Q1 in 2025.
  5. VASPs were the third largest reporting sector (13.4% os SARs) in Q4 2025,
    • Which represented approximately a 3-fold increase in SARs reported in Q3 2025.
    • The FIU expects this trend to continue and increase in 2026, driven by the activities of specific VASPs and the sub-sector that has predominantly contributed.
  6. Fraud was the most common predicate criminality indicated on SARs (34.3% of SARs).
  7. The most frequently selected grounds for disclosure in 2025.
    • Fraud / false accounting (26.2%) and
    • Account activity not in keeping with Know Your Client (KYC) (18.6%)   
  8. The number of Consent Requests received by the FIU was the lowest for the quarter for 2025,
    • With 600 in total being submitted. 81.2% of consent requests were approved for Q4 2025.
  9. The UK ranked top of the list of Top 10 countries for Predicate Criminality,
    • With 37.9% of SARs submitted in the quarter, placing it.
  10. Q4 saw the highest number of Politically Exposed Persons (PEPs) reported,
    • Nearly double that of the other quarters.
    • The highest number being reported as a 'Suspect'.

This report also includes a scenario for the Trust and Company Service Provider (TCSP) sector on Money Laundering through cryptocurrency.
