FIU Structure and Legislation
- The Jersey FIU becomes an autonomous and operationally independent FIU (POCJL/FIU Regs)
- New civil servant Director of FIU appointed, who joins the team on 13th February 2023, all other Police Officer roles to be phased out (1 remaining)
- Director will report into a Governance Board overseen by the Minister
- Director reports annually to the board on Jersey FIU effectiveness
- ‘Designated Police Officer’ authority will be amended to ‘Consent of the FIU’
RESOURCES
- Extensive 2022 recruitment process almost complete following uplift in funding from the GOJ
- Excellent response and a variety of skills and backgrounds now enhancing the FIU team from the finance industry
- Recruitment programme increases staff numbers from 16 to 30 (7 vacancies remaining across the structure)
- Operations Manager (Deputy Director), Comms Assistant, Trainee FIOs, Senior Strategic Analyst, Business Support Officers (admin), Shared IT support
SAR TEMPLATE UPDATES
- Update to Legal Persons/Legal Arrangements tab, 1 February 2023
- Exemptions removal (allowing multiple reporters in one SAR)
- Instant feedback on standard of SAR submissions (template end of Q1 2023)
- Outreach to industry (F2F Social Media)
EXEMPTIONS UPDATE
- Law enacted January 2023
- Enforcement begins July 2023
- Jersey FIU working with JFSC to prepare for law changes and new reporters
- Changes to SAR POLSAR template to facilitate changes and different reporting sectors as per new legislation
