JFSC Sound Business Policy added to updated Registry forms

On 1 November 2025, the JFSC launched the JFSC's new Sound Business Policy (SBP) in collaboration with the Government of Jersey and industry stakeholders.
Following the 1 November update on December 24, 2025, the JFSC Registry advised that its forms have been updated to align with the new SBP and are available on myRegistry.
The update forms are:-
- Incorporation and Registration Forms
- Change of Activity Form
The JFSC has issued guidance to help you complete the updated forms.

Sounds Business Policy update: guidance on completing Registry forms
- The JFSC ‘Change of Activity’ and ‘Incorporation and Registration’ forms have been updated to align with the revised SBP and are available on myRegistry.
Table 1
- Table 1, which previously listed financial services activities, has been removed from the SBP.
- The JFSC will continue to ask applicants to confirm whether they intend to carry on regulated financial services business to streamline the process for the JFSC Authorisations team.
- There is no change to the information requested, and it remains on the Sensitive Activity page under ‘Registered, Authorised and Supervised Activities’:

- This includes a section for ‘Holding Vehicle of a Regulated Entity’:

Table 2
- The JFSC has significantly revised the list of activities that may pose a reputational risk to Jersey (formerly Table 2).
- Six of the 11 activities have been removed because other legal or regulatory frameworks already cover them.
- One example is the application process for issuers of Initial Coin and Token Offerings (IC/TOs). Information related to IC/TOs remains on the ‘sensitive activity’ page under ‘Initial Coin Offering and Token Issuers’.

- The five remaining SBP activities are:
- Defence
- Pharmaceutical
- Dual-use goods
- Mining
- Drilling
- Quarrying
- These remaining activities have also been refined, with updated definitions and additional guidance.
- A new Section has been added to the form called ‘SBP – Activities that pose a potential risk to the reputation of the Island’:

- A free text field is available to provide full details of the intended activity:

- The JFSC will continue to request information on a subsidiary, wholly owned subsidiary or holding body that falls within the remaining SBP activities.

- Registry may request additional information on new applications or updates to activity information to ensure a complete understanding of the entity and its group activities. A structure chart is required for all remaining SBP activities.
Draft submissions
- Draft submissions saved in myRegistry for incorporations, registrations, or changes of activities will not include the ‘new activity’ selections.
- Please delete any existing drafts and complete the updated forms.
