Mauritius Money laundering investigation continues, says FCC

Sham Mathura, director of the BSP School of Accountancy and Management, appeared at the headquarters of the Financial Crimes Commission (FCC) yesterday for a supplementary statement as part of an investigation opened against him for money laundering.

Two days earlier, the magistrate of the district court of Port-Louis South had struck out the provisional charge against him.

But the FCC says the investigation into him is far from complete.

Arrested on May 20 by the FCC under Section 3(1)(b) of the Financial Intelligence and Anti-Money Laundering Act.

  • Sham Mathura is suspected of having misled the Human Resources Development Council (HRDC) by claiming Rs 144,000 in reimbursements for training that was never delivered.
  • The names of several students were allegedly used to justify fraudulent requests.
  • These irregularities are part of a wider pattern of misuse of public funds, detected in the context of the Youth Employment Programme (YEP), a project managed by the Ministry of Labour and aimed at promoting vocational training for young people.

Presented before the court of Port-Louis, Sham Mathura was released after paying a bail of Rs 25,000 and signing an acknowledgement of debt of Rs 200,000. He also had to pay Rs 20,000 to obtain a travel permit.

While the money laundering charge has been struck out, the FCC stresses that this decision does not amount to an exoneration, but simply to a provisional withdrawal pending more solid evidence.

In a brief statement, Sham Mathura said he had come "with serenity to cooperate with the authorities". He welcomed the court's decision, thanked his lawyer and assured that he remains at the disposal of the investigators.
