Seychelles - RUSI Centre for Finance and Security Delivers Countering Proliferation Financing Workshop

A team from the Centre for Finance and Security (CFS) at the Royal United Services Institute (RUSI) visited Seychelles to deliver a Countering Proliferation Financing Risk Assessment Workshop.
The two-day capacity-building event brought together stakeholders from government, law enforcement, regulators, and the private sector to strengthen understanding, assessment, and mitigation of proliferation financing (PF) risks.
The workshop, focused on laying the groundwork for Seychelles’ first-ever National Risk Assessment on Proliferation Financing and was
- Led by Wojciech Pawlus (Head of the Countering Proliferation Financing Programme at CFS),
- Supported by RUSI Associate Fellows Andrew Mackay and Joshua Tjeransen,
The workshop also supported the development of effective public-private partnerships (PPP) ahead of the country’s Financial Action Task Force (FATF) 5th round mutual evaluation.
The engagement
- Builds on six years of close cooperation between RUSI CFS and Seychelles authorities, including the Seychelles Police Force, Seychelles Financial Intelligence Unit (FIU), Seychelles Financial Services Authority (SFSA), Central Bank of Seychelles (CBS), and other partners.
- Comes at a critical time as Seychelles redrafts its AML/CTF/CPF legislation ahead of the FATF onsite visit expected in 2027 and the mutual evaluation report due in 2028.
The visit coincided with celebrations marking the 50th anniversary of Seychelles’ independence and received coverage on Seychelles Broadcasting Corporation (SBC) evening news.

This visit forms part of RUSI’s broader Countering Proliferation Financing Technical Assistance Programme, which helps jurisdictions worldwide build resilience against the financing of weapons of mass destruction proliferation through tailored training, risk assessment methodologies, and public-private collaboration.
The workshop underscores growing international focus on proliferation financing risks, particularly for small island financial centres preparing for enhanced FATF scrutiny. RUSI CFS continues to support jurisdictions globally with evidence-based tools and training to meet evolving international standards.
