This convention
  • Aims to create a comprehensive legal framework to address various forms of cybercrime, promote international cooperation, and enhance the capacity of countries to combat cyber threats effectively.
  • Represents a balanced approach, aiming to enhance global cybersecurity while safeguarding fundamental human rights.
Key Requirements for Countries:
  1. Harmonization of Laws:
    1. Countries are required to align their national laws with the provisions of the convention.
    2. This includes criminalizing activities such as hacking, identity theft, online fraud, and the distribution of child exploitation materials.
  2. International Cooperation:
    1. The convention emphasizes the importance of international collaboration.
    2. Countries must establish mechanisms for mutual legal assistance, extradition, and information sharing to effectively investigate and prosecute cybercriminals across borders.
  3. Capacity Building:
    1. The convention encourages countries to invest in capacity-building initiatives.
    2. This includes training law enforcement personnel, improving investigative techniques, and enhancing cybersecurity infrastructure.
  4. Human Rights Safeguards:
    1. While addressing cybercrime, the convention also stresses the need to protect human rights.
