UK sanctions Kieran James Gallagher and the New Irish Republican Army (New IRA)

HMT has reasonable grounds to suspect that Kieran Gallagher is an involved person under the Counter-Terrorism (Sanctions) (EU Exit) Regulations 2019 on the basis that he has been, and is, involved in terrorist activity on the basis that:
(1) Gallagher is and has been involved in terrorist activity by providing financial services, or making available funds or economic resources, for terrorism; and
(2) Gallagher is and has been involved in terrorist activity by facilitating terrorism.
This action is the second use of the Treasury-led domestic counter-terrorism regime to target Northern Ireland-related terrorism.
These designations reflect this government’s continued commitment to protecting the peaceful consensus of the people of Northern Ireland, and to upholding the principles of the Good Friday Agreement in support of the UK’s wider efforts to protect national security for all citizens.
UK Government Sanctions (6 November 2025)
- The UK Treasury announced asset freezes against:
- New IRA – designated for involvement in terrorism, including planning, instigation, and recruitment activities.
- Kieran James Gallagher – suspected of facilitating terrorism by:
- Providing financial services or making funds/economic resources available for terrorist purposes.

Additional Measures
- Gallagher is subject to director disqualification sanctions, meaning he cannot:
- Act as a company director.
- Promote, form, or manage any company directly or indirectly. [gov.uk]

- These actions fall under the Counter-Terrorism (Sanctions) (EU Exit) Regulations 2019, which implement asset freezes and restrictions on dealings with designated persons.

Context
- The New IRA is a dissident republican group opposed to the 1998 Good Friday Agreement. It has been linked to sporadic attacks, including the murder of journalist Lyra McKee in 2019. [uk.news.yahoo.com]
